Procurement Manager

Jark Bradford Ltd Commercial Division are currently recruiting on behalf of our client for an Procurement Manager to work in Leeds

Duties:
•Lead development and delivery of a range of procurements and tender processes within the assigned business areas and categories of spend.
•Provide a source of expert advice on a wide range of procurement strategies and approaches.
•Ensure that all activities are commercially focussed on delivering sustainable, innovative procurement solutions, in full compliance with relevant UK and EU legislation advising on policies and procedures as required.
•Design, implement and maintain the systems required for delivery the objectives of your function to support the Combined Authority in achieving its vision.
•Take a pro-active corporate role in the management of your function including participation and delivery of your directorate’s objectives.
•Responsible for demonstrating commitment to corporate processes and ensuring that these are delivered at all times.
•Be a visible and enthusiastic manager, encouraging partnership working across the organisation.
•Take a positive approach to self-development.
•Use strong influencing and conflict resolution methodology to achieve optimum results.
•Responsible for ensuring that the Combined Authority’s Contract Standing Orders are followed and compliance with Combined Authority’s policies and all relevant statutory legislation.
•Use judgement and technical expertise to recommend solutions to complex problems where the consequences may not be clear. Use innovative thinking, new approaches and market analysis for things that the Combined Authority may not have done before.
•Manage communications with internal and external stakeholders, representing the interests of the Combined Authority at meetings and site visits.
•Analyse and interpret procurement and commercial data/information and communicate to a range of audiences using a range of media. This includes drafting and delivering comprehensive reports and briefings.

Experience:
•Hold a degree or has relevant demonstrable practical experience.
•Relevant professional qualification (MCIPS) and membership of CIPS (Chartered Institute of Purchasing and Supply)
•Practical experience of successfully performing in a similar role.
•Practical experience of successfully performing strategic procurements and tenders.
•Extensive knowledge and experience of procurement management and good practice methodologies.
•Experience of procurement procedures, including OJEU and utilising Frameworks.
•Experience of preparing tender documentation, undertaking tender appraisal working with legal advisors to agree contracts with suppliers and Delivery Partners.
• Strong practical knowledge of UK and EU procurement regulations.

Hours of work are Monday to Friday 9am – 5pm

Pay Rate: £20.79 per hour
